Heinlein's original novel was an exploration of rights, responsibilities, and duties. The basic social contract as Heinlein described it was, "You don't get to participate in the creation or enforcement of laws until after you've put your life on the line for the community (i.e., the planetary government), by military service, or by volunteering for other dangerous service to the community. Me, I think firefighting ought to have counted, but RAH never touched on that.
It's been decades since I read the book, but I do remember the citizenship system being put in place after the collapse of our current form of government. Definitely can't see it being put in place right now.
